Subject: The New Way

In the early part of the 21st Century an economic depression hit many
western economies. As is usual the timing of this recession could not have
been any worse. The 30 years prior were a period of increasing affluence
and freedom of choice for the masses. As a result social attitudes were
described as "free thinking and highly individualistic.  That is everyone
did whatever they liked. This had resulted in many marriage breakdowns.
Children had been given too much freedom as a result of liberal parenting.
This was the result of parents wanting to achieve in their own right and
holding down full-time jobs and actively seeking promotion was key to
this. The children just had to look after themselves.


This social phenomenon affected girls differently to boys. For some reason
young females were not that affected because they still saw opportunities
to achieve. Feminism was a relatively new movement in social terms and was
still on a roll.  The incentives were there for them to study hard and
achieve. Young boys on the other hand were completely out of control.  It
had become very apparent that the lack of supervision and hands-on
parenting had led to many boys between the ages of 10 and 15 going off the
rails. It was now widely accepted that boys were more likely to
self-destruct than girls and all the freedoms had simply enabled this to
happen.


The economic depression severely aggravated things by completely removing
any last common bond because of lost family homes, loss of jobs and self
esteem and debts. The parents that had been thinking of themselves now
either did not know how to start looking after there children, in
particular out of control sons or there was no family unit at all because
the parents had gone their own ways in pursuit of personal fulfillment.


The Country was now faced with a dilemma. Law and Order was deteriorating
because of out of control male teenagers, no state budgets were available
to fix the problem as it had been addressed in the past and parents were
more than willing to pass the problem to someone else. Society was becoming
much simpler and caring but someone had to just get rid of this problem.
Good ordinary people were struggling in difficult circumstances with their
own lives and could not be expected to put up with the additional and
unpleasant excesses of out of control young males. Conformity was becoming
fashionable again and these boys had to be managed.


In any western country where free enterprise is seen as a virtue it was
inevitable that a business solution should be seen to the problem. State
laws were passed as follows:


An agency called the Office of Boy Control (OOBC) would be created to
license operators of businesses authorized to manage a group of boys. These
Licensees were intended to run at a profit by renting out the boys under
their control with all funds going back to them. No funds were to be given
to the boy but they were obliged to live under the care of the Licensee and
home study until the age of 20 when they would be able to leave with 10% of
their income earned during the time of their care under the Licensee. That
age of 20 was lowered if they volunteered for military service. The
operation was designed so that there would be no cost to the Nation in fact
the State collected a royalty of 5% off all boy income. That left the
remaining 85% for the Licensee to cover costs of running the operation and
providing a profit, the boys would be cared for and off the streets and the
Licensee earned some money for his efforts. Absolute authority over the
boy's wellbeing was given to the Licensee. The Licensees obligations were
to provide an annual report on schooling achieved and keep good records of
funds held in trust for each boy. The above is basically a formula for the
enslavement of wayward boys which is exactly what it was however the
economic situation was so bad that there was no other solution. It was no
different to any third world country addressing the same problem and the
boy would earn some money for when he became an adult. Many were consoled
by the fact that only boys who were not part of integrated families or
behaving well would be affected. Good boys need not worry. By the time the
Licensee took over control of a boy held would have a locking electronic
collar which had a hidden GPS tracking device so that running away was not
possible. He could be located within minutes. There was also an OOBC number
for administration purposes.

The criteria set for Licensees was deliberately kept vague. The Country was
looking for initiative from private enterprise types and that is exactly
what they got. The States only concern was that the Office of Boy Control
was not burdened with too many separate Licensees. At a lower level
officials set criteria that each operator must be prepared to take at least
20 boys within the first year. Failure to take at least 20 boys could
result in their license being revoked. That was the size of the problem and
it had to be attacked on a grand scale. The only responsibility of the
Licensee was to ensure the continuing housing and education of the
boys. Given their poor performance to date this was always going to be a
major challenge but the goals were not made too hard to meet.

For many and varied reasons many were interest in applying for licenses.

Emma Johnson was a busy psychologist. She was married to Joe and they had
two daughters Sarah who was 16 and Jenna 13.  There marriage was typical of
many in the late 20th Century. They had married young and Joe had worked in
sales and done very well when he was young. As newly weds Joe had worked
while Emma studied and after 18 years of marriage things had reversed. Emma
was now fully employed and Joe was out of work. To make matters worse they
had sold their home in the city and purchased a lifestyle block just out of
town a year before and they were only just getting by. One of the reasons
they had moved was of difficulties with the neighbours. One of the issues
about marrying young is that there is still a lot to learn about yourself.
Emma's academic study and maturing over 18 years had opened the floodgates
and she had become a believer and practitioner in BDSM and Joe had gone
along with it. The lifestyle and circle of friends was such that they
needed more space for their activities and a place where they could make
some noise. The spanking of males (and worse) was not always quiet. In
private moments when she was being honest with herself Emma would have
agreed that she should never have married however she loved her daughters

that as good as an income she earned it was not enough to pay the mortgage

initiative and with her professional training had some ideas of how to make
money out of the scheme. Joe was idle and sitting at home. He wasn't really
even maintaining the land and he had all day to do it. This would achieve
the goal of keeping Joe busy and provide an income stream. It was also the
opportunity to have a great deal of fun and introduce her daughters into
the world of bondage and discipline and do some good for the country at the
same time.

The previous owner of the property kept horses for his children and for
others who rented out space in the stables. This building was a separate
from the house but was connected by a covered way which was also a huge
car-pad. The stables were big enough for a dormitory and the installation
of small cells for the new entrant boys. The stables were adapted so that
internal petitioning was completely modular. Emma had lots of ideas about
managing boys but did not want to commit at this early stage. Initially
only two separate areas were needed. Cells and a small medical area/wet
room in one end and a dormitory and complete single bathroom and toilet
area attached to the dormitory in the other. She recognized that expenses
must be kept to a minimum and for this business as to work conditions had
to be basic. Some special training of boys may involve additional spending
at a later date but that was a decision for later.

Because of her professional situation Emma registered a company in the name
of Joe. This was only to avoid any conflict of interest however she was to
run the operation. Joe did not make any of the decisions and he was in
permanent chastity. The name of the Company was Mistress Emma of
Willowfarm. Everyone would know it as MEOW. The logo for the business was 5
boys sitting in a semi circle in white shirts and shorts and knee high
socks and shoes with their hands on their heads looking up at a young
female teacher.

Emma registered with OOBC and waited for he first boy. While she was
waiting there was a lot to think about. The most immediate concern was the
boys first month. It had to be very clearly understood from the beginning
the boy was being detained.

The first boy was Jake. He was 11 years old. Jakes father and step mother
used to live in the city but they had lost their home and now lived in a
trailer park. To make matters worse his father had taken off and his step
mother was too busy coping with his 2 and 4 year old half brother and
sister. Jake wasn't hers anyway and the trailer really wasn't big enough
for a boy who was getting louder and more like his father every day. He and
his friends terrorized the Park and the he had been caught shoplifting
cigarettes again. Jake still looked like a boy but puberty starts
slowly. Physically he looked about his age but he was looking at girls (and
boys) and knew how to make himself feel good by feeling his boner and
thinking boy thoughts. He wasn't really out of control yet but he was not
settling down at the new school and his teachers, the police and his
allocated social worker and step mother decided that OOBC was the right
place for him. It also solved the problem for them. By the time Jake was to
be taken by Emma she had a clearly defined methodology in place for the
management of her boys.

Emma did not want anyone to see the Stables so she went to pick up
Jake. She also thought that it would be appreciated by the State officials
which it was. She also went with Joe so that they looked like any other
normal couple, whatever normal was.

On the hour long trip out to the farm very little was said. Emma wanted to
leave Jake to his own thoughts. He was definitely not part of the
family. On arrival Jake was told to go into the Stables through a door that
went straight into the medical area attached to the cells. Once inside the
door was locked and Emma and Joe commenced processing the boy.  Jake was
told to strip completely he did not like this but he was truly scared of
the couple who had taken him in. He then took off all his clothes and Joe
picked them up and took them out of the room and returned. He was showered
and inspected for body hair. At this stage he did not have any but he was
told that he must keep himself clean and attractive to others. A full hour
was taken up with checking for head lice and in the end Emma gave up and it
was decided to shave all hair off. Jakes beautiful shoulder length dirty
blond hair was on the floor. After being shaved he was given an anal
inspection and an enima. Jake was completely in emotional overload. He was
crying because of the dehumanizing treatment and in particular the loss of
his full head of hair which he believed defined who he was. He also had a
huge erection because of the anal inspection that both Master Joe and
Mistress Emma had given him. He also did not understand what they were
talking about when the referred to how much money could be made out of
him. Emma attached a little tag to the front of the locking collar with his
name on it and was told to stand on a line with his hands on his head.
Mistress Emma brought out a very small black thong which he got into and
photos were taken and a list of rules was given to Jake. He was told to
memorise them and he would be tested on them. Without anything else he was
led to a cell and locked in. His collar was attached to a chain attached to
the concrete outside wall and he was left to his own thoughts. No one spoke
to him for a month but Mistress Emma or Master Joe cleaned out the bucket
and gave him some food once a day and a clean thong. Any communication was
just by way of one word and he was not to speak. Just obey the
command. What Jake did not realize was that at the same time all this was
going on he was having subliminal thoughts programmed into him while he was
asleep. Some of them were

to be disciplined I must stand at attention when a Mistress or Master
enters the room I must not speak unless in reply to a direct question I
must try to look attractive for everyone My job is to please people now.

That was just the beginning but it was enough for a boy in solitary
confinement.  He was then given a lecture about what was expected of him
for the initial period. Emma was well aware of more subtle ways of
controlling people but she wanted to initially shock the boy into
submission.

Through her contacts Emma was well aware of the market for young and
teenage boys. She had taken photos of Jake. The initial ones were nude with
no hair and then with the thong. He looked very young but that was
great. That produced very little in funds but the website operation had
started and other lines of business would follow. For now the web traffic
did not even cover the cost of food. The Website was deliberately not high
profile and she wanted to be extremely discrete about the kind of clients
she wanted to market the boys to but that would have to wait. While he was
in the cell he was on hold and the 20 boy minimum meant that she could not
waste time. She had to get more boys and as soon as possible.

The OOBC was gearing up at a huge rate Emma was one of the first
Licensees. When she contacted them the following week they had a list of 17
boys held at a variety of youth holding institutions which they wanted
cleared as soon as possible. They agreed with her that she could not take
that many at once but with special handling (with the use of handcuffs and
leg irons she could take 8) It was agreed. Details of the 8 were:

Billy - aged 13 and known as the Grade 7 bully at this school. He was
showing all the signs of becoming an alpha male at 13. He fought with all
the boys and was known to be sexually active with one or two of the more
effeminate boys. His father was a known drunk and his mother was abused by
this father and incapable to controlling her son.

Shaun -aged 14. Father had been a mortgage broker but had crossed the line
and was now in prison for fraud. Shaun's mother had lost everything and in
the small town where they lived some people in influential places had lost
money on real estate deals involving Shaun's father. It was time for some
retribution

Carl-aged 11 Shaun's brother

Mickey -aged 13 Mickey was the typical kid you see at the skate board
park. In jeans and a top he was a boy that looked even more beautiful than
a girl. He had that unique indefinable beauty that some boys have. Mickey's
mother was a hooker. Times were tough times and Mickey had become the
town's problem when his beautiful body finally got him into trouble. In the
beginning he did not understand the effect he had on some men but he was a
quick learner.  He was caught sitting on a man's knee with his jeans around

Davey -aged 12 was a runaway. He had been caught after living rough for 3

Pedro-aged 9 was a special case. His parents were illegal immigrants but
they had escaped by the skin of their teeth but left Pedro. It was decided
for the sake of expediency to put him into the OOBC scheme despite only
being 9 years old. The authorities didn't even know his real date of birth
etc but were generous by giving him an identity for when he was 20 years of
age.

Corey- aged 12 Corey's case was very similar to Jake. He was the odd one
out when his father and step-mother had two of their own children. Money
was tight and the house was too small. The couple asked for him to become a
ward of the state and the State agreed. Corey was another pretty boy. He
had very long legs and was slim. Emma often felt he would good fantastic is
a mini skirt.

The first decision was how to transport the boys to the farm. Emma did not
want State officials there at all so they hired a small removal truck. It
had lots of tracks and stays for padlocking boys to the canopy frame. The
other advantage is that they could be taken into the stable one at a time
and processed individually. The last boy was processed on the third
day. All lost all their hair and looked very young. Emma and Joe now had 8
boys in the cells all processed in the same way as Jake and learning
through subliminal recordings. At this stage Emma had lots to do and think
about. All 7 of the new boys had to have their photos put on the
Website. She was developing a number of clients and she was attempting to
ascertain what there special tastes in boys were. This would take time but
these were the clients of the future and satisfying their needs was the key
to making this business work. Another issue that was of increasing
importance was maintaining control. This was a particular concern because
of the girls, Sarah and Jenna. She decided on increasing the subliminal
learning by adding the following thoughts:

Willowfarm stable is my home now and I accept that I truly love the other
boys in the stable as my brothers and boyfriends This is my last chance and
I cannot hurt Mistress Emma and her family If I get aroused I must show my
arousal to my boyfriends Wanking is very selfish but if I look good to my
boyfriends they will come on to me.  I must take pride in my appearance and
ask Mistress Emma and her family for any help or advice on any subject No
one has screwed up as badly as me I care deeply for my boyfriends and must
look out for them.  I cannot run away I must look as attractive as possible
for my boyfriends and try to impress Mistress Emma I must respect those
caring for me at all times

By the time the boys were to be released from the Cells all of the above
would be automatic and instinctive. They were not hypnotized but they had a
revised set of values and a standard of behavior that was non-negotiable.

Once security was taken care of a uniform had to be designed. While the
naked boy is pleasing to the eye of most people Emma had other ideas of
enhancing performance. It was decided in the beginning that a very basic
uniform would be provided. Which was to be warn everyday. It was the very
brief thong, tight white lycra shorts, a simple white shirt with the
business emblem on the pocket. Knee high black socks and black leather
shoes. Emma wanted to create a variation on the school boy look. Other
parts to or complete uniforms may come later.

In addition to the uniform a special diet was introduced. There was an
emphasis on home grown vegetables and fruit.  There was some meat and
protein but the boys health was of critical importance to their looks. The
high fat diet was out. No takeaways ever!

By this stage Jake had been in the cells for 2 months and the other 7 had
been there 5 weeks. All 8 of them were still in the cells and much more
compliant. They were not broken, there was lots of screaming and tears but
that was all.  The girls were well aware of Mom and Dads new business and
they were keen to get involved but Emma had decided that they would not do
anything until the boys were more subdued and inwardly focused.

Emma was now running out of room in the cells. There was talk of more boys
being available from OOBC and she needed to keep in good with them. She
therefore decided to move the existing 8 boys out into the dormitory and
this would be a moment of truth. While Joe was in chastity and her first
idea was to put all the boys in chastity she changed her mind and decided
to do the complete opposite but under very controlled conditions. In the
dormitory 5 boys were to share one double bed. To look after their uniforms
they just wore their thongs around the dormitory and sometimes out in the
paddocks. Emma knew that part of that was the boys trying to look good to
each other and the subliminal learning was making them look at each other
more and more. The only issue for now was to keep them busy. They could not
go anywhere because of the GPS device but physical exercise was essential
for a good looking boy and the girls could now help. There were also many
menial tasks to be completed on the farm. This would be great for ongoing
photography for the Website. Boys doing strenuous exercise or manual labor
should look great for the client base.

The boys needed to have a healthy respect for authority. With this in mind
Emma decided that on formal occasions such as assembly she would dress in
her full B&D leathers in the presence of the boys but that would wait until
their basic uniform was allocated. She would also think of something for
the girls and Joe.

Sarah and Jenna had a very simplistic view of the world but largely the
result of their mothers influence. They had seen boys do really dumb
self-destructive things at school and they were well aware that the boys in
the stable had lost all chance of a normal life until they were 20. In a
young female way they felt sorry for them but they knew it was for their
own good and this was their last chance. They could not get out of
this. Escape was not a solution for the boys and their Mom and Dad were
really taking them off the streets. This program just had to work. There
was no other way. In the beginning Emma made sure that the girls realized
that the boys were really losers and just look at the way they were
behaving especially with each other. The girls were not really sexually
active but Emma made very sure that with sleepovers and other opportunities
the activities would be focus on high achieving friends. Not the boys out
in the stable. She also paid them very well to do the work. The main reason
for this was to just reinforce that working with the boys was just a
job. It was not necessarily to be enjoyed or not enjoyed. But it paid well.
Emma lined the boys up on their first day out of the Cells and gave the
girls a lesson in how to work conduct physical exercise training. The girls
worked as a pack one at the front and one at the back both yelling commands
and taking notes on slacking. For the sessions the boys only wore their
thongs and the girls loved the power the felt as they wore designer gym
gear. It was a roller coaster ride for the boys. They were looking at each
other, trying to keep up and thinking about the next encounter with their
boyfriends.

A schedule of physical exercise was started the next day. The girls were to
take this on their own. At anytime the boys could be called and a note was
taken of the last ones to come. They were required to do very strenuous
exercises and running with encouragement from the girls and their
strap. These exercise periods were designed to work off stress and occurred
4 or 5 times a day. 7 days a week. Emma was also working on a work roster
but there were other urgent things as well.

When the 8 boys came out of the cells she went back to OOBC and applied for
more boys. All the initial problems had been ironed out and it was decided
that she would take 2 batches of 6 each. The first batch was picked up the
following day in the furniture truck and processed into the cells in the
same say. All stripped, shaved and lectured and put in the cells for as
month with tapes being played every night. The day they came out the second
batch was transported from OOBC and Emma new she had a month to finalise
plans for the starting of phase 2.

Details of the next batch of 6 were:

Brad - aged 12 mother was a solo parent. Had been caught shoplifting and
smoking for the third time. He was known to spend lots of time at the
toilets in the park down the road from his house

Dylan -aged 10. Father had been a property developer but had gone
bankrupt. Dylans mother could not cope with the shame but also wanted to go
back to work and pay off debts. Dylan couldn't see why things had to change
and behaved very badly. In the end his stressed out parents called in
social workers and they suggested OOBC. Dylan was so spoiled that all the
adults believed that the scheme would do him good. It was now a much hasher
world.

Paul -aged 15 Paul was another skate boarder. He had given up on his
parents and though t he could live at the park.  He had lost some of his
boyish charm but he did not realize how bad life could get. After a week of
living rough he was beaten up by older gang members and the state officials
took him in. His parents were struggling and sick of his behavior. He never
went home again it was straight to a OOBC holding facility once he was
discharged from the emergency clinic

Brandon -aged 12 Had been an age grade swimmer at his school and everything
was sweet until dad took off with the secretary and Mum took to the bottle
as a result. Brandon was a very attractive good looking and athletic boy
but his world disintegrated around him. When the authorities found him he
was crying and hungry. Mum was on a bender and he was taken into care.

Mitch -aged 10 was an orphan in the old fashioned sense. His mother had
died in child birth and his father had raised him until now. Unfortunately
his father had been involved in a trucking accident and Mitch was now on
his own.

Kevin-aged 11 was another classic skate boarder. Long days away from home
and in the company of other boys resulted in a maturity that was dangerous
and undesirable. He dressed like a boy hooker and tried to impress boys
much older than himself. Trying to keep up by giving one of the 17 year
olds a blow job ended up in them both being taken into care.

The second batch of 6 were so typical of the above that details are not
required. There was a common theme of shop lifting, smoking, selling their
bodies for money and parental neglect.

Emma had now completed her obligations to OOBC. She had taken 20 boys and
successfully absorbed them into the stables.  There may be more later but
for now she wanted to work on the existing 20. With the added value that
she believed these boys could earn it was decided that there would be no
more boys for 2 years. The focus for now would be on the existing boys
achieving to their maximum potential. In the dormitory there were 4 beds
and 5 boys slept in each. No notice was taken of age. They were all mixed
up. Schoolwork was recommenced at this stage. There was a great deal of
catching up to do but Emma did not believe that was ever going to be a
problem. Their days were spent doing schoolwork, exercising, completing an
every increasing number of jobs on the farm and being photographed for the
Website. The boys were not aware of this and as a result the natural
photography was stunning. No posing, just natural beauty. They were also
not aware of the video equipment in the dormitory which was provided to
premier level clients. These action scenes were outstanding. Emma was
collecting feedback for the Website clients and integration was
complete. Phase 2 was about to commence. One very quick change to the
uniform was handing out elasticated plastic pants to be worn in bed. This
was so the sheets only had to be washed weekly. On the first night
everything stuck together and the bed was a mess. The boys seemed very
contented.

A week after moving into the dormitory Emma announced at assembly that
there would be some additions to the formal uniform. She confirmed that the
thong would be worn for work in the fields and at exercise time and the
formal uniform was to be worn at assembly, school, formal time with their
leaders and inside work. She then announced that from now on each boy would
belong to a group. There would be 4 groups of 5 boys and then gave out
blue, green, red and blue scarves and woggles similar to boy scouts and
said that as of now they would be defined by their group color. The groups
had been deliberately mixed from the bed sharing in the past. Emma then
told the boys to stand in a line in each of their color and told them that
grades would now be given for everything. Every boy with his socks down or
shirt hanging out or facial or leg hair or any other infraction including
poor school grades would receive a bad mark and that grades would count
towards their color. At the end to each day the color with the lowest grade
would all be punished. A full expanded list of rules was posted on the wall
and the boys were now to refer to Emma as Mistress Emma, Mistress Sarah,
Mistress Jenna and Master Joe. All four of them could give grades. Grades
would be given at every opportunity. Exercise, assembly all work and any
daily tasks, school etc

About two weeks before the allocation of the new uniform Emma had increased
the tempo of the subliminal learning.  These fit young attractive boys were
looking at each other in a very different way. They were becoming more and
more attracted to each other.  They were also wanting to look more
attractive to each other. In reality the older boys loved each other in
their minds and the younger ones were learning fast. The issuing of color
was a major wrench because it dictated who they could sleep with and that
was a terrible time but they had to do it. Mistress Emma also started
leaving the odd approved magazine about in the dormitory. These were mainly
focused on grooming. Issues such as waxing was big. In the beginning hair
cuts did not matter because they were all shaved but Mistress Jenna was put
in charge or hair styles and she determined what boy had what hairstyle as
their hair grew. She had a lot of fun at the boy's expense but she took to
reading the magazines and boy band photos and Abercrombie boy pictures very
seriously and her judgement often worked out best in the end.

All the boys were fixated on grades. They could not let their color down
and they had to beat the others. Because grades even applied to schoolwork
they even started helping each other with their work. The improvement was
unbelievable. A's became standard and the boys all helped each other. Emma
was even amazed at this very pleasing side benefit. Daily at Assembly all 5
members of the loosing color was told to strip and they were strapped then
caned on their bare backsides by Mistress Emma. Every day 5 poor
unfortunates promised to do better but every day five poor unfortunates
failed. Curiously corporal punishment did not overly worry the boys. What
was more important was being the one who let their boyfriends and their
color down.

By now feedback from the Website was gaining real momentum. Emma had
received some specific requests. The first one to get real momentum was for
Mickey. That indefinable beauty of his had translated from the skater boy
look.  The Client was aware of his being caught giving a blow job in a
toilet and this just added to the desirability for the task. The Client had
a very particular problem and Mickey was his way out. He was in the process
of being audited by state officials in his business records and he was
worried. He had a fairly good idea that one of the inspectors was probably
a boylover and he decided a honeytrap was his best defense. He was not
interested in blackmail but just wanted the investigation to end. He
requested that Mickey be rented out to him for a month at a price of $2,000
a day. But for a monthly rate of $50,000. Mickey was briefed by Mistress
Emma as follows

If he misbehaved all his color would be in permanent detention every day
until any wrong was rectified.  The titanium collar could remain as a sign
of OOBC status but the name tag could come off until he returned.

The first day the client picked up Mickey he took him to the closest
department store and purchased some really attractive designer gear, tight
black jeans and lots of tops, speedos and shiny silver colored bikepants
from the local bike shop. Special attention was then paid to the hair as
well as waxing, moistuerizer and other grooming.  Just by good fortune
Mickey was at the stage during that month when his voice was breaking. He
had the last strains of a soprano voice and at other times a gravelly deep
voice that just made anyone want to listen to him all day.

Once the client had Mickey home he told him what he wanted. For the next
week he was to ride his bike or skateboard or swim in the pool or just be a
normal kid about the house. As the business was run from the house and the
review was taking place in the office they would see Mickey all the
time. Occasionally when "Uncle" wasn't there he would go into the Office
and speak to the Inspector. He would pretend to be interested and stand and
