Agatha County an isolated predominately rural county is one of a small but
ever increasing number of counties that has introduced minor nude
punishments for both males and females under 18 years of age to compliment
the more stringent national NEWDD laws (pronounced nude). Agatha County
Ordinance, 4 - 161 - 646, was based on the recommendations of the National
Taking Back Control initiative

The sometimes naked juveniles of Agatha County who were punished under this
ordinance could only be seen naked, but not touched, unlike NEWDD's who
were public property and to whom reasonable requests to touch and sexually
humiliate could be made depending on their NEWDD level.

Life for juveniles in Agatha County, both male and female, had changed a
lot after `Taking Back Control' had come into force many years ago. Some
counties had initially introduced compulsory nudity at all times, but
studies had show that over time the effect of being permanently naked wore
off and it became less of a punishment to be feared. Therefore many
counties like Agatha had limited the time a juvenile could be naked for
minor nude punishments to a maximum of seven days. This had the effect of
maintaining the humiliation and embarrassment aspects of the nude
punishment.

At Hidden Cove Middle School students were actively encouraged to monitor
all other students' behavior at school and report breaches to the student
council that had been given authority subject to the Principal or Deputy
Principals authorization, to allocate suitable punishment regimes. The
student council consisted of both male and female students from all three
middle school grades elected by the students, but the vote was heavily
gerrymandered to favor the teachers voting preferences. There were also
more 8th graders on the student council than from the 7th and 6th grades.

As recommended by the Taking Back Control initiative Hidden Cove Middle
School did not discriminate between its male and female students. All
students started on level zero, which allowed them to be fully clothed. For
minor behavior or attitude infringements a student could be demoted in
levels depending on how bad their behavior was deemed to be.

Level one required girls to strip to school issued white bra and panties
and for boys' to school issued white briefs. Outside both sexes were also
allowed to wear footwear.

Level two required a female student to remove her bra, exposing many girls
who had padded their bras to hide the fact they were late developers. Level
two for male students required them to wear nothing but a school issued

Beyond level three there were the more severe level four and level five
punishments which form part of the wider juvenile laws.

Level four consists of the temporary and full NEWDD punishments. The
principal could impose a temporary NEWDD punishment of up to seven days but
Agatha Juvenile Court had the final approval and sentencing power in all
NEWDD matters. For those behaviors requiring more than a minor nude
punishment or temporary NEWDD status the court could impose full NEWDD
punishments of up to 180 days. The actual length of naked time, the
severity and frequency of corporal punishment and the frequency of sexual
humiliation are all determined by the court based on the offence, past
record and the juvenile's cooperativeness or lack thereof. As required by
federal law, the court utilizes a state developed set of guidelines in
determining its sanctions.

Level five is reserved for serious criminal behavior like aggravated
assault, sexual assault, manslaughter or murder. Punishments at level five
involve enslavement for a court imposed period of time or for life and can
also involve castration, especially involving sexual assault convictions.

In addition to the level demotions, the Student Council usually recommended
some form of corporal punishment to accompany a demotion. If it was a first
demotion to that level within the year a student councilor usually
administered the punishment but subsequent demotions to other levels were
accompanied by a more severe punishment session usually but not always
administered by both a student councilor and the Deputy Principal.

The most powerful student at Hidden Cove Middle School and the driving
