Chapter Thirty Six

October ended with everything returning to a normal routine on Jason's
Haven. Kyle Underwood was settling into his new job very well and he had
plans to do several more benefit events on the island. James and I worked
very hard to compile data about homeless gay youth in America so that we
could more effectively plan for the use of Angels Cove. Curtis wanted to get
involved so he started helping James and I with our research. The first
planning meeting was scheduled to last eight hours. There were a lot of
issues that needed to be discussed and decided.

When Monday morning arrived, Curtis, James, and I gathered our research
material and heeded out to the Executive Conference Room for the first
planning meeting. Once everyone was seated, I called the meeting to order
and did my best to put everyone in the right mindset to get down to serious
business. "Good morning gentlemen. We are meeting today to discuss a great
opportunity that has been presented to us." I began.

"The United States of America is, without question, the single most
prosperous nation on the planet. Yet, despite this undeniable fact, there
are over one million homeless youth living on her streets. Statistics from
the U.S. Health Department tell us that sixty five percent of homeless
persons are male. That brings our target number down to six hundred and
fifty thousand. The U.S. Health Department also reports that forty percent
of those boys are gay. This brings our target number into very clear focus
at two hundred and sixty thousand boys." I explained.

Shock and dismay are the best words to describe the expressions on the faces
I saw as I looked around the room. "As we have observed from our last few
recovery missions, the average age of these homeless boys is steadily
declining. This leaves a significant number of homeless boys who are not
eligible to participate in our programs because of their age. Our efforts to
date have served to help nearly one thousand boys have a better life and
hope for the future. But given these new numbers, we have clearly not even
put a dent in the homeless gay youth population."

"We have to think bigger, so that we can do more to alleviate this massive
problem. James has come up with some basics fundamentals that will form the
catalyst for a major expansion of our programs. While I personally feel it
is too aggressive, James believes that desperate situations call for extreme
action. He has a very good point, so I am supportive of his ideas. As you
all know, we recently acquired a new island from the Netherlands which we
have named Angels Cove. Under James' plan, Angels Cove would become the
central point of operations for our programs." I stated.

"Are you saying you want to shut down Jason's Haven, Tim?" Kyle asked.

"Not at all. Let me explain the plan to you and we can brainstorm the fine
details. This expansion will take several years to complete and will require
many more meetings like this one. Under James' plan, Angels Cove would be
developed into a thriving resort island with some very large state of the
art facilities. Jason's Haven would continue to operate in partnership with
the new island. The existing customer cabanas on Jason's Haven would be torn
down with the exception of fifty. These fifty would be used for housing
guests and VIPs." I explained.

"With the additional space created by the demolition of the cabanas, more
dormitories could be build so that we could house more boys on Jason's
Haven. We would no longer have to impose a minimum age limit on the boys we
help. All boys, under ten years of age, would reside on Jason's Haven. The
island would become a clothed community and sex would be prohibited on the
island. Jason's Haven would no longer serve customers. The customers would
be restricted to Angels Cove and our cruise ships." I continued.

"A new set of rules would need to be drafted for each island. These rules
would build on the solid principles that are already well established.
Jason's Haven would be expanded to house three thousand boys, and six
hundred staff members. Angels Cove would be developed to house six thousand
boys, three thousand customers, and two thousand five hundred staff members.
Along with our two cruise ships, this would give us a total capacity to help
nine thousand six hundred boys. Still a drop in the bucket when you consider
the scope of the problem. But it would be significantly more than we are
able to do now." I stated.

"I will now turn the presentation over to James, so that he can share some
of the details he has worked out." I said, as I patted James on the back.

"Thank you, Tim. The development of Angels Cove will begin with our
transportation needs. The first development to take place will be the
building of the island's three piers. Angels Cove will have a four mile
stretch of public beach, and a pier will be build near the beach site. This
would allow our cruise ships to birth at the island instead of anchor off
shore. Because of the unique shape of the island, two supply piers will be
created right next to each other. Each pier having its own massive warehouse
complex." James explained.

"Next, we will need to develop a state of the art international caliber
airport. There will be two runways, each two miles long. This will enable us
to host any size plane. The next phase would involve the infrastructure of
the island. Facilities will be developed for water purification, sewage
treatment, waste disposal, electricity generation, and a telephone switching
facility. Although quads will still have limited use on Angels Cove, the
main form of transportation will be a mono-rail system." James continued.

"Angels Cove will have its own commissary, family fun center, soccer and
baseball fields, basketball courts, tennis courts, swimming pools, hot tubs,
several restaurants, a bank, a massage parlor, administration building,
police station with jail cells, state of the art hospital facilities, a
dental center, bowling alley, cart racing track, school, an amusement park,
a law college, and a medical college. Customers will be housed in three
massive state of the art hotels located right on the main beach, and the
boys will be housed in very large dormitory buildings. The island staff will
be housed in a massive apartment complex." James said.

"Angels Cove will also have its own theater and cinema complex. The
satellite television systems as well as the telephone systems of both
islands will be linked together. Four ferries will operate throughout the
day between the islands. Each ferry will have the ability to transport two
hundred passengers. Angels Cove will have two well equipped fire and rescue
stations which will be managed by the new Director of Medicine we will need
to hire. Angels Cove will also have a heliport with two medivac helicopters.
A single fire station will be added to Jason's Haven." James went on to
explain.

"One of the most exciting feature of Angels Cove will be the new condominium
complex. The units will house our long term customers. We will institute a
new fee structure. The cost for vacationing on our island will be one
thousand dollars per day, six thousand dollars per week, ten thousand
dollars for two weeks, or eighteen thousand dollars for one month. The
longer they stay, the less they pay." James concluded.

"Who is going to pay for all of the initial expansion expense?" asked the
Director of Logistics.

"ESEI will provide the funding needed to get the island operational. After
that, our analysis shows that the island will be able to support itself with
only minimal help from Paradise Cruise Lines." I replied.

"We will need to shut down operations to allow for all of the construction
that will be happening." Noted the Director of Customer Relations.

"Not at all. Jason's Haven will continue to operate normally while the
development is being handled on Angels Cove. Once Angels Cove is fully
developed and we have most of the boys on the island, we will simply switch
operations at that point. Then expansion can begin on Jason's Haven with no
inconvenience for our customers." I responded.

"Wouldn't it be better to make such a big expansion in smaller phases with
adjustment time between phases?" Asked the Director of Billeting.

"My original thoughts ran along those same lines. But James makes a good
point. Time is not on our side when it comes to the homeless boys. For too
many of them, a slow expansion would place them at too much risk. I am sure
that none of us is looking forward to the massive amount of work that lies
ahead for all of us. But we are just going to have to grit our teeth and
deal with it. We must act, and we must act now." I replied.

"So what is our next step?" Allen asked.

"We should finish our meeting today by hashing out as many details as
possible. I will need for each of you to study how this expansion will
effect your area of responsibility. I will need each of you to have an
Impact Assessment prepared for group review by next Monday, when we meet
again." I answered. "After we break for lunch today, we can start hashing
out the new rules for each of the islands." I suggested. The rest of the
morning session was spent going over island layouts and proposed structure
locations. Angels Cove is a big island which offers lots of options. This
will allow us to plan for future expansions.

Michael joined Curtis, James, and I for lunch at Paradise del Ragazzo and we
had a nice meal. "Do you have any experience with Emergency Medicine?" I
asked Michael.

"My Emergency Room Residency was done at St. John's in Detroit." Michael
replied.

"How about experience with running an Emergency Medical Service?" I asked.

"I served as EMS coordinator at St. John's for two years." Michael
responded.

"We are looking to hire a Director of Medicine, and I thought that you might
be interested in taking the position. In addition to serving as the Hospital
Administrator for Angels Cove and Jason's Haven, you would also be
responsible for our EMS and Medivac teams." I explained.

"I am very interested in the position, Tim." Michael replied in an excited
tone.

"Why don't you came back to the Administration Building with us? We are
having a planning meeting  for the upcoming expansion and I am sure you
input would be valued." I stated.

"I would love to help out in any way that I can, Tim." Michael said with a
broad smile. We finished our meal and slowly made our way back to the
Administration Building. Curtis had to surrender his chair at the table to
Michael. Curtis sat behind us, against the wall. The remainder of the
Executive Staff slowly made their way back to their seats and we got the
afternoon session underway. "Let's start with the rules for Jason's Haven
since they will be very different from before." I stated.

We had some rather heated debate for about an hour and a half before
reaching agreement on the rules for Jason's Haven.

1. Residents, guests, and staff will remain dressed at all times while in
public view.

2. All residents of the island will be under the age of ten.

3. Sexual contact, in any form, is strictly prohibited on Jason's Haven.

4. Daily allowance for residents will be seventy five dollars.

5. Residents are not permitted to enter into, or maintain, a romantic
relationship with staff or guests.

6. Residents are required to undergo complete medical testing, including STD
testing, upon arrival.

7. Residents are required to be escorted by an intake buddy for one week of
orientation upon arrival.

8. Food, clothing, and housing will be provided without cost. This will
include drinks with meals. All other goods and services will be charged to
the resident's personal account.

9. Residents will be required to make a choice upon reaching age ten. The
resident will decide to move to Angels Cove, or they will leave the program
and be returned to the supervision of Care for Kids. In either case, their
personal account will go with them.

10. School attendance is required for all residents. A doctor's note is
required for a resident to miss scheduled classes.

11. Assigned tasks must be performed by all residents over the age of eight
years old.

12. Residents are not permitted to swim alone. Lifeguards must be on duty
before a resident can swim. This includes pools and the sea.

13. Residents are not permitted to leave Jason's Haven unless there is a
medical emergency which requires them to do so. Any resident leaving the
island for any other reason, will never be permitted to return to the
island.

The rules for Angels Cove were even more difficult to agree upon. The debate
took over two hours before we reached agreement on the new rules.

1. Clothing may not be worn by anyone other than security personnel,
emergency services personnel, and select staff members. Footwear and jewelry
are exempt from this rule. Sports uniforms, sports equipment, theatrical
costumes, and clothing worn for medical purposes are also exempt from this
rule.

2. All residents of the island will be ten years of age or older.

3. Sexual contact is permitted as long as it, is mutually consensual, does
not involve bondage or sadomasochism, does not involve coercion of any kind,
and poses no risk of injury to any of the participants. Sexual contact is
permitted everywhere on the island, unless the location is clearly marked as
a no contact area.

4. Daily allowance for residents will be two hundred and fifty dollars.

5. Residents are permitted to enter into, and maintain, romantic
relationships with other residents, staff, or customers.

6. Residents are required to undergo complete medical testing, including STD
testing, upon arrival. Residents will be required to wear a chastity device
during orientation week.

7. Residents are required to be escorted by an intake buddy for one week of
orientation upon arrival.

8. Food and housing will be provided without cost. This will include drinks
with meals. All other goods and services will be charged to the resident's
personal account.

9. Residents will be required to make a choice upon reaching age eighteen.
The resident will take a position with ESEI or they will leave the program
entirely. In either case, their personal account will go with them.

10. School attendance is required for all residents. A doctor's note is
required for a resident to miss scheduled classes.

11. Assigned tasks must be performed by all residents unless the resident
has been assigned to special duty.

12. Residents are not permitted to swim alone. Lifeguards must be on duty
before a resident can swim. This includes pools and the sea.

13. Residents are restricted to Angels Cove, Jason's Haven, or one of
Paradise Cruise Line's ships, unless there is a medical emergency which
requires them to go elsewhere. Any resident leaving the restricted areas for
any other reason, will never be permitted to return to those restricted
areas.

14. Relatives of ESEI personnel living on the island are exempt from travel
restrictions and assigned tasks.

Once the basic rules were agreed upon for both islands, the group decided to
call it quits for the day. We would pick up right where we left off next
Monday. We all gathered our individual notes so that we could study them
over the course of the coming week. I told the boys we should head home and
get cleaned up for dinner. Curtis asked if it was alright to invite Michael
over for dinner. I told him that would be fine, so he extended the
invitation and Michael happily accepted.

We all arrived at the house at 5:30pm and Cory informed us that dinner would
not be ready until 6:00pm. We walked out to the back deck and took a seat at
our usual table. Michael was quick to hold Curtis' hand after we were all
seated. "So are the two of you officially boyfriends yet?" I asked
curiously.

"Dad!" Curtis exclaimed in obvious embarrassment.

"Yes, Tim. Curtis has agreed to be my boyfriend and I have agreed to be
his." Michael replied nonchalantly.

"Well, you make a very nice couple. Just be good to each other." I
responded.

"How long do you think it will take to get all of the expansion completed,
Tim?" Michael asked.

"If all goes well, it should be completed in two and one half years. I am
optimistic that it will take no more than three years for a worst case
scenario." I answered. "The main concern right now is getting the airport
and the piers operational. That will allow us to move in the heavy equipment
and materials we need to get construction underway."

"Do you have anyone in mind for your EMS positions?" Michael asked.

"Not a soul. I suppose we will have to list the jobs and see what kind of
candidates we get. You will definitely be involved in the hiring process." I
stated. "I would imagine hiring the helicopter pilots will be the biggest
difficulty."

"How will you get the fire trucks and rescue units here?" Michael asked.

"We will have to bring them in on cargo ships." I explained. Cory brought
dinner out and served everyone. We had a very enjoyable meal with lots of
pleasant conversation. Afterwards, we all sat in the hot tub for awhile.
James sat on my lap and Curtis sat on Michael's lap. Curtis seemed a little
uncomfortable kissing Michael in front of James and I. We told him to relax
and not worry about it. We told him it was perfectly fine to kiss Michael in
front of us.

I watched as Curtis snuggled up against Michael and looked very happy. I was
pleased that he had found someone to love and I was hopeful that the
relationship would turn out the way he wanted it to. But it was clearly
going to take him awhile to get used to being in an environment where gay
relationships do not have to be hidden. When it was time for Michael to head
back to his apartment, Curtis walked him outside. Within a few minutes,
Curtis came back in the house and gave me a hug and a kiss goodnight.

Curtis walked over and gave James a big hug and a kiss on the cheek.
"Goodnight brother." Curtis said with a smile.

"Goodnight little brother." James replied while returning the kiss on the
cheek.

Curtis headed upstairs for bed, so James and I quickly followed. Once we
were in our room, James and I cuddled for a half an hour or so before
kissing each other goodnight. James rolled over on his side and I spooned
myself in behind him. I had almost drifted off to sleep when the telephone
rang with an off island ring tone.

"Jason's Haven, this is Tim. How may I help you?" I answered.

"Tim, It's Mihai. I am sorry to be calling so late but it can not be
avoided. The doctor has just requested Maggie's priest be called. He does
not expect her to live through the night. I will have the guestrooms reedy
for you by the time you get here." Mihai stated sadly.

"Thanks Mihai. We will be there as quickly as we can. Stay with her Mihai. I
don't want her dying alone in case we don't get there in time." I
instructed.

"Of course I will stay with her, Tim." he replied. "I am sorry to have to be
the barer of bad news."

"See you in a bit then. Goodbye." I said before hanging up the phone. James
was staring at me with tears in his eyes. He had heard me say Mihai's name
and he instantly knew what the call was about. I pulled him up to me and
embraced him. "I love you James. And I am truly sorry you have to go through
this. I will be right by your side the whole time." I said lovingly.

"I should be the one to tell Curtis. We will be ready to go in just a few
minutes, Tim." he said through his tears. I quickly placed a call to Allen
and informed him what was happening and that we would be gone for about a
week. Then I called the airstrip and had my flight team prepare the plane
for a flight to Miami. They had been notified in advance and they were
expecting the call any time.

Fifteen minutes later, the boys and I were boarding the plane and on our way
to Miami.
